CEI Hub

August 2021

During the next few days of extremely hot weather, stay hydrated and please reach out to check on any of your neighbors who may need assistance.  Lives were saved in the previous heatwave in this way.  We are happy to let you know that a cooling center has been set up at the Linnton Community Center, should anyone need it. Other cooling centers are located throughout Portland.  Search online for “cooling centers Portland Oregon” for a complete list.

One ongoing NET goal is to inform you about important local safety issues.  Here are two big ones:

  1. CEI (Critical Energy Infrastructure) Hub

From Jonna Papefthimou, Interim Director of PBEM:

“The Portland Bureau of Emergency Management and Multnomah County have completed the first part of a joint study of seismic risk in the Critical Energy Infrastructure Hub.

This study uses all the information available to the City and County to estimate the impacts of a major earthquake on the CEI hub – what would actually spill on the ground or in the river.  We’re asking the public to review this information and add their local knowledge and insights to the assessment.  Next, we will use this data to estimate the potential losses in terms of dollars.  The last part will be an analysis of what part of these losses are insured and what falls to the public.  This study is intended to form the foundation of further dialogue about how to avoid these losses.

We have known for some time that tank farms in the Linnton neighborhood represent a grave risk in the event of an earthquake.  This study confirms that fact…  wow, it’s a lot of fuel.  My hope is that a clear and independent assessment will not be a discouragement, but rather the foundation of a shared commitment to address risks in a rational way.”

A public meeting to answer questions and solicit feedback will be held online on Wednesday, August 4, 2021, from 6:30 – 8:30 pm.  Here’s the registration link.  Please share this widely.

  • Zenith Energy

You may be aware of our community history opposing Zenith Energy

In January 2020, Linnton Neighborhood Association wrote a statement

opposing Zenith Energy’s expansion request; it was co-signed by 33 organizations. Following widespread opposition, the City of Portland denied Zenith’s request.

Zenith’s recent request to the City for a Land Use Compatibility Statement resulted in a new statement from LNA (see the attachment) opposing it.  It has now been co-signed by 45 others—25 neighborhood associations, 15 faith based groups, and 7 local organizations—and sent to the mayor and city council members.

Here is a 4 ½ minute video:  ZenithOil

We need your voice now to stop Zenith’s dangerous and dirty oil facility. Can you call or email Portland City Council today? You can also send them an email if you only have time for one phone call, call Commissioner Dan Ryan — he oversees the Bureau of Development Services, which will make the decision regarding Zenith’s Land Use Compatibility Statement.

Thank you for making Linnton a safer community.
