Work continues on multiple Critical Energy Infrastructure (CEI) Hub bills in Salem. Here are the three active bills that passed the first hurdle out of their sponsoring committees and were referred to the Joint Ways & Means Committee, which makes funding decisions.
Take action – Urge State legislative members to take up and fund three CEI Hub-related bills:
• HB 2152: Oregon Department of Energy would develop geographical diversification plans for the state’s fuel supply for disaster response. That will mean less dependence on CEI Hub fuel because it could be available in other locations to be used in disasters statewide. https://olis.oregonlegislature.gov/liz/2025R1/Measures/Overview/HB2152
• HB 2949: Initially proposed as a study of a state risk bond requirement for liquid fuel facilities, it transitioned to a regulatory bill. It would protect the state budget from catastrophic costs. • HB 3492: Rep. Grayber re-introduced this bill to study the risks of earthquake-induced hazardous material releases. Do you know that 70 of the highest risk storage containers in the County are located in or near the CEI Hub and along the Columbia in North Portland, increasing our local safety risks dramatically in an earthquake. https://olis.oregonlegislature.gov/liz/2025R1/Measures/Overview/HB3492
