Hazardous Plumes

An Oregon state bill, HB 4044, to conduct a statewide study of hazardous materials storage was proposed and fast-tracked in the 2024 session. This followed the report by Multnomah County, “Risk of Earthquake-Induced Hazardous Materials Releases in Multnomah County.” Authorities reported that no mitigation efforts would be launched until the full scope of the risk was clear and engineering studies and plume modeling were undertaken. The bill got excellent support and passed quickly through the committee but remained in the Joint Ways and Means Committee awaiting funding when the legislative session ended in early March. Conversations have resumed with state legislators about priorities for the 2025 legislative session, including re-introduction of this bill, critical for public safety.
