A Partial Survey of Issues of Concern to the Linnton Neighborhood Association

This is an incomplete list of issues that have been attended to by the Linnton community over the years. Each item has a long story behind it, most of which I am not the best qualified person to tell. All of them were, and many still are, important to quality of life in Linnton. In part, this list is a celebration of the many volunteer hours that our neighborhood has invested in these issues, but I hope it also serves as inspiration for further efforts. It is a work in progress, new issues will appear, and old ones will reappear.

Access to the River: From an industrial river to a human river
• The creation of Mt. Linnton and the first section of the River Trail
• River Trail Phase 2: Covid Funding, The Greenway, and Harmer Steel
• Corning Owens site (Potential park land between Kingsley Park and river)
• Kinder Morgan tank farm (largely unused, should be closed)   

Habitat Improvement
• Ma Olsen Park
• Kingsley Park
• Invasive plant removal

Built Environment
• Downtown planters/benches
• Hwy 30 sidewalk clearance – especially along Waldemere, Linnton Hill, and Glen Harbor
• Trash cans and trash pick-up, and highway litter, cooperation from Metro
• Median dividers and trees – maintenance – LNA’s responsibility; trimming and replacing trees, collecting from driver insurance for tree damage
• Graffiti – particularly the South St. Johns bridgehead.
• Land Use Committee: Building Permit Reviews
• Neighborhood Connection Trail in Forest Park

Environmental Health
• NET/BEECN caches/Firewise Community
• Superfund; water and upland
• Air; local sources of pollution – air pollution monitoring
• Regulation of businesses: current issue: McCall Oil
• Noise and light pollution; industry, highway, and railroad
• Industrial accident preparations/Tank farms/Rail cars/Pipelines
• Disaster preparations/Earthquakes/Forest fires
• CEI Hub/Tank the Tanks/consolidation and removal
• Forest Park trails and mountain bikes

Traffic Safety
• Ryan Calvert and the creation of the median
• Dealing with ODOT and PBOT
• Crosswalks and stop signs
• Lanes and speed limits
• Speed bumps on Germantown and Glen Harbor area
• Enforcement of NO TRUCKS signs
• Bike lane safety – moving the “Greenway” bike lanes off Hwy 30
• Hwy 30 corridor safety report in late 90’s

City, County, Metro and State relations     

• City: Commissioners, Council Reorganization, Neighbors North Northwest, PBOT, Development Services, Parks, Planning and Sustainability (Linnton Waterfront Plan, Linnton Hillside Plan, North Reach Plan)
• County: we have limited interaction with county government
• Metro: bus service; transfer station, grants
• State: CEI Hub, earthquake plans; DEQ, DOGAMI (Department of Geology and Mineral Industries), ODOT

Community Building
• The Linnton Community Center
• The Linnton Neighborhood Association; bylaws, communications, outreach and recruitment, newsletter, website, Facebook, projects, and picnics

Education
• Portland Public Schools: feeder schools and bus routes.
• Daycare and summer school at the LCC

Homelessness
• Homeless camps and trash removal – most obvious at NW 105th
